Criminal justice also needs tools such as "justice without punishment". "Invitation to hate" and the hateful view towards guilty and wrongdoing people is rooted in the rule of criminology and legal systems without God - devoid of God and opposed to God in societies. Certainly, respecting the human and judicial rights of prisoners and trying to reform and rehabilitate them is an excellent moral virtue and ideal in the realm of the reform-oriented criminal law and criminology system, which is explicitly and repeatedly emphasized in the words and legal-judicial thoughts of Imam Khomeini (RA). has taken. Ethicality and philosophical-logical alignment with moral requirements gives legitimacy and validity to the correctional programs for prisoners. Our premise is that the moral reformation of prisoners is the cornerstone of reformist criminology and its integral part. In the meantime, with a descriptive-analytical review of the issue, we found that following ethical requirements such as respecting moral values in the implementation of social work rules in prison, honesty in the method and approach, compatibility of means (correctional programs) with the goal, expediency, building a strong Epistemological and religious values among prisoners and negation of coerciveness that is corrupting and contrary to the free will of the convicts, can help the purposeful and insightful implementation of the policy of reforming prisoners and increase its effectiveness and credibility.
